Federal Deposit Insurance Corporation — Comments due on January 13, 2025

Agency Information Collection Activities: Proposed Collection Renewal; Comment Request

The FDIC proposes to field a statistical consumer survey to assess awareness of the FDIC and of deposit insurance. Survey results will inform FDIC public awareness, communication, education, outreach and research efforts regarding deposit insurance, and will identify information and awareness gaps in terms of content and demographic segments. Research questions will cover consumers' knowledge of, attitudes towards, and behaviors regarding deposit insurance. The proposed 2025 FDIC Survey of Deposit Insurance Awareness is intended to collect information regarding what consumers know about deposit insurance and how they learn it, what consumers think about deposit insurance and banking, and how this information shapes financial decisions. The survey will inform research and programmatic efforts to improve consumers' awareness and understanding of deposit insurance, to help fulfill the agency's mission of maintaining stability and public confidence in the nation's financial system.

The FDIC, as part of its obligations under the Paperwork Reduction Act of 1995, invites the general public and other Federal agencies to take this opportunity to comment on the request to renew the existing information collections described below (OMB Control No. 3064-0165 and -0183). The notices of proposed renewal for these information collections were previously published in the Federal Register on October 10, 2024, and October 21, 2024, allowing for a 60-day comment period.

Federal Deposit Insurance Corporation — Comments due on January 16, 2025

Recordkeeping for Custodial Accounts; Extension of Comment Period

On October 2, 2024, the FDIC published in the Federal Register a proposed rule that would strengthen FDIC-insured depository institutions' (IDI) recordkeeping for custodial deposit accounts with transactional features and preserve beneficial owners' and depositors' entitlement to the protections afforded by Federal deposit insurance. The proposed rule provided for a 60-day comment period, which closes on December 2, 2024. The FDIC has determined that an extension of the comment period until January 16, 2025, is appropriate. This action will allow interested parties additional time to analyze the proposal and prepare comments.

Department of the Treasury — Comments due on January 27, 2025

Agency Information Collection Activities: Information Collection Renewal; Comment Request; Computer-Security Incident Notification

Pursuant to 12 CFR part 53, the OCC has established certain computer-security incident notification requirements applicable to banking organizations and bank service providers. Specifically, 12 CFR 53.3 requires a banking organization to notify the OCC about a "notification incident" as soon as possible but no later than 36 hours after the banking organization determines that a notification incident has occurred. The regulation defines a "notification incident" as "a computer-security incident that has materially disrupted or degraded, or is reasonably likely to materially disrupt or degrade, a banking organization's—(i) [a]bility to carry out banking operations, activities, or processes, or deliver banking products and services to a material portion of its customer base, in the ordinary course of business; (ii) [b]usiness line(s), including associated operations, services, functions, and support, that upon failure would result in a material loss of revenue, profit, or franchise value; or (iii) [o]perations, including associated services, functions and support, as applicable, the failure or discontinuance of which would pose a threat to the financial stability of the United States."

Farm Credit Administration — Comments due on January 28, 2025

Internal Control Over Financial Reporting

The Farm Credit Administration (FCA, we, or Agency) is seeking comments on this proposed rule to amend the reporting regulations to require Farm Credit System (System) associations that meet certain asset thresholds or conditions, as well as all System banks, to obtain annual attestation reports from their external auditors that express an opinion on the effectiveness of internal control over financial reporting (ICFR), are made in accordance with generally accepted auditing standards (GAAS) as promulgated by the American Institute for Certified Public Accountants ("AICPA") or the Public Company Accounting Oversight Board's ("PCAOB") auditing standards, and accompany management's assessment and be included with the System Institution's annual report (these attestation reports are hereinafter referred to as "Attestation Reports"). The proposed rule would also require Attestation Reports obtained by the Federal Farm Credit Banks Funding Corporation (Funding Corporation) be made in accordance with GAAS.
